Abstract: The presentation will highlight NR Labs’ development of a scalable, vendor-neutral Zero Trust Enclave (ZTE) designed for federal cloud environments. Aligned with the CISA Zero Trust Maturity Model, the ZTE integrates identity, device, network, application, data, and governance controls into a unified security framework that supports compliance with mandates such as EO 14028 and OMB M-22-09. We will briefly showcase a case study demonstrating how our ZTE helped a federal agency raise its Zero Trust maturity score from 1.0 to over 3.0, enabling secure operation of over 20 cloud-based applications and FISMA systems and the migration of legacy applications to the cloud. The solution supports centralized logging, CI/CD automation, and adaptive policy enforcement, delivering a future-ready foundation for federal cybersecurity.

About the Speaker: Michael Browne leads the Cyber Innovation Service Line at NR Labs, where he ensures delivery excellence across a broad portfolio of federal and commercial programs while driving strategic growth. With over 20 years of experience, Michael has led complex cybersecurity and technology initiatives that have delivered measurable, transformative outcomes in both the public and private sectors.
His areas of expertise include cybersecurity innovation, risk assessment, program strategy, enterprise architecture, governance, system integration, and continuous improvement. Prior to joining NR Labs, Michael held senior leadership roles at Ernst & Young, Accenture Federal Services, Lockheed Martin, and two cybersecurity and technology-focused small businesses. He has repeatedly been trusted by executive leadership to lead high-impact, multi-dimensional initiatives—two of which received recognition at the Cabinet level.
Outside of work, Michael is passionate about leadership development and community engagement. In 2021, he co-founded the Washington DC Gaels Youth Development Program and currently coaches both youth Gaelic football & hurling and boys’ soccer. He also enjoys writing, playing music, and staying active. A lifelong learner and storyteller, Michael is always seeking new knowledge and innovative ways to create impact.
